12:09 a.m. Thursday — Jolena Bowser, 39, of Parker was arrested for suspicion of driving under the influence after she was found passed out in a car parked under the South Main Street bridge.

An officer on patrol noticed the vehicle with Parker in it and the key in the ignition. She eventually regained consciousness.

When she got out of the car, according to a police report, the officer spotted a drug-smoking pipe on the driver’s seat. She was searched and found with two stamp bags of suspected heroin and a Suboxone strip.

Bowser was taken to Butler Memorial Hospital for a blood test. Police said charges are pending lab results.

10:30 p.m. Feb. 5 — Jason E. Vogan, 43, of Butler was caught with suspected drug contraband after he was arrested on an out-of-county warrant on the 400 block of Negley Island in the city’s Island neighborhood.

Police said they were investigating a burglary call when they spotted Vogan walking on South Chestnut at Negley Avenue. Officers later learned that he was wanted on a bench warrant in Venango County, court documents said.

When police searched the defendant, they found a crack pipe in his jeans pocket. He is charged with possession of drug paraphernalia.

[naviga:h3]Slippery Rock University Police[/naviga:h3]

Feb. 6 — An Allegheny County teenager was arrested for driving under the influence on East Central Loop on the Slippery Rock University campus in Slippery Rock Township. Travis R. Nicholas, 19, of Glenshaw was stopped for having a burned out headlight.

Police said they smelled marijuana coming from the vehicle. Nicholas eventually acknowledged that he smoked marijuana and drank beer earlier that day, according to court documents. He refused to submit to a breath test or blood test.

He is charged with DUI, minor prohibited from driving with any alcohol in his system, underage drinking and a lighting violation.

[naviga:h3]Slippery Rock Police[/naviga:h3]

Feb. 7 — Police charged a Westmoreland County man with being more than twice the state’s legal limit for alcohol after a traffic stop last month on South Main Street. Warren J. Lowther, 21, of New Florence, was pulled over about 2:15 a.m. Jan. 20 for weaving in his lane and driving a pickup truck with a burned out headlight.

Lowther denied having consumed any alcohol, according to court documents. He failed field sobriety tests and later vomited on the ground and on the front end of the police car while taking a portable breath test.

Police took him to the station for a formal breath test, which showed his blood-alcohol level was 0.190 percent. In Pennsylvania, a level of 0.08 percent is considered intoxicated.

In addition to driving under the influence, Lowther is charged with a lighting violation.

Monday — Jonathan P. Hauser, 38, of Penn Township was charged with submitting a concealed carry license application Feb. 7 that included answers about his criminal record that were not truthful and were rejected by the Pennsylvania Instant Check System that is run by the state police.

Hauser is charged with unsworn falsification to authorities.

[naviga:h3]State Police, Butler[/naviga:h3]

Monday — A Muddy Creek Township teenager was charged with taking nearly $500 in a purported fraudulent return scheme while working at a store at the Clearview Mall in Center Township.

Police said 19-year-old Kammerin P. Rikal was employed at Piercing Pagoda between Sept. 5 and Oct. 20, when he allegedly made 12 false returns.

According to court documents, Rikal used the register to cancel previous sales and printed out receipts, which he turned into false returns for cash. He is accused of taking relatively small amounts each time ranging from $5.29 one day to $74.18 on another day.

In all, police said, Rikal stole $487.26 He later confessed, documents said.

Rikal is charged with first-degree misdemeanor counts of theft and receiving stolen property.

12:33 p.m. Feb. 8 — Douglas E. Thompson, 63, of Butler was arrested for drugged driving after he wrecked his car into a snow bank while turning into the parking lot of a gas station on North Road in Franklin Township.
