Dec. 12 — Police charged a Lawrence County man with illegally having a handgun stemming from a traffic stop last month on South Main Street. Police said they stopped Charles A. Cowan, 23, of New Castle about 1:40 p.m. Nov. 26 for having an expired inspection sticker on his pickup truck.
An officer at the truck grew suspicious when he noticed Cowan kept both hands around the left side of the seat and the driver’s door, according to court documents. When the officer asked if he had any weapons, he admitted he had a .22-caliber pistol, which he handed over to police.
Cowan also admitted that he did not have a permit to carry the gun, documents said, which he claimed he found in a house that he had purchased. Police checked the National Crime Information Center database and found no record of the gun being stolen or of its ownership.
