Tuesday — Codi E. Milligan, 29, was charged with having heroin in connection with a reported domestic dispute at her home on North Chestnut Street.

While investigating the call Nov. 28, according to court documents, police found a stamp bag of suspected heroin on the floor that they allege belonged to Milligan. Officers also learned that she was wanted on bench warrants out of Butler and Allegheny counties

She was arrested on the warrants. A search of Milligan’s jacket, police said, turned up several more bags of suspected heroin as well as empty bags and a used syringe.

Milligan is charged with possession of a controlled substance and drug paraphernalia.

Tuesday — Police charged a Clarion County woman with having crack cocaine and marijuana stemming from a traffic stop last month on North Main Street near Belmont Road.

Police said the defendant, Amanda D. Stemmerich, 35, of Sligo, was one of the passengers in the sport utility vehicle that Shawn P. Barncastle, 46, of Boyers was driving about 2 p.m. Nov. 28.

The vehicle was stopped, according to court documents, when an officer learned that Barncastle was wanted on a bench warrant out of Venango County.

Stemmerich’s purse was searched during the stop, police said, and officers found a cigarette pack containing a plastic bag of suspected crack. Also in the purse was a baggie of suspected marijuana.

Barncastle was arrested on the warrant. Police said they found what appeared to a small marijuana cigarette in a cigarette pack that was on the driver’s side of the vehicle.

Stemmerich is charged with possession of a controlled substance. She and Barncastle both are charged with possession of a small amount of marijuana.

Saturday — David J. Smith, 32, was charged with being on a neighbor’s property last month in the 300 block of Fairview Avenue and damaging a solar-powered light.

The victim told police that about 7:30 p.m. Nov. 7 his girlfriend was in the kitchen when she looked out the window and saw a man wearing a camouflage hooded sweatshirt in the back yard, according to court documents. The man fled when she opened the door to confront him.

Smith was wearing a camouflage hooded sweatshirt when police later found him. One of the victims identified him as being the man seen in the back yard.

Police noted that the plastic around the solar light at the victims’ home had been damaged.

Smith is charged with loitering or prowling at night and criminal mischief.

7:31 p.m. Wednesday — A vehicle driven by Timothy J. Colcombe, 31, of Erie struck another vehicle at Route 8 and Filbert Road. Amanda Smith, 30, of Grove City was the other driver. No one was injured.

Police cited Colcombe for making an improper left turn.

Monday — A thief overnight stole an unknown amount of money after breaking into an unlocked car parked in the driveway of a 31-year-old woman’s home on Brinker Road in Summit Township. Police said they have no suspects.

2:29 a.m. Nov. 24 — Carrie A. Major, 41, of Connoquenessing Township was arrested for driving under the influence in Butler Township. Police said she was pulled over after her car crossed the double yellow lines three times on Whitestown Road near South Eberhart Road.

Major admitted that she had been drinking alcohol before driving, according to court documents. She showed signs of impairment during field sobriety testing.

A breath test indicated her blood-alcohol level was 0.169 percent, more than twice the state’s 0.08 percent legal limit for alcohol

In addition to driving under the influence, she is charged with disregarding traffic lanes and careless driving.

Nov. 28 — John C. Lefevre, 54, of Butler was charged in connection with a hit-and-run crash on Route 8 near Clearview Mall in Center Township.

Police said Lefevre’s sport utility vehicle rear-ended another vehicle. The other driver told police that the defendant pulled over but would not exchange information with her, according to court documents. He then drove away toward Butler.

But the woman, police noted, took a picture of the suspect’s license plate.

Police found Lefevre at his home. He admitted he struck the victim’s vehicle.

He also acknowledged that he did not have a valid license and “related he did not want to get in trouble,” according to a police affidavit.

Lefevre is charged with hit-and-run, driving with a suspended license, following too closely to another vehicle and careless driving.
