In Butler County, 19 social and veterans clubs are required to file reports with the state Department of Revenue on their proceeds from small games of chance.

County Treasurer Diane Marburger said of those 19, only five have filed reports on their 2017 proceeds, and the deadline to file is Feb. 1.

Marburger explained that the 19 organizations in the county are required to file the reports as club-level holders of small games of chance licenses.

Clubs must report all proceeds earned from 50/50 drawings, raffles, night at the races events, weekly and monthly drawings, pools, pull-tabs and punchboard games, said Marburger.

Proceeds from bingo are under a separate state law, and “casino night” events are not legal, Marburger said.

Per state law, clubs must donate 60 percent of their earnings from small games of chance to nonprofits or other organizations that benefit the public. They can then retain 40 percent of the earnings for game expenses or operations costs like utility bills, new roofs, air conditioning units or for deposit in their general fund.

“For some clubs, it's their lifeblood,” Marburger said.

She explained that the reports filed by clubs are the documents the state Department of Revenue uses to audit the clubs and ensure the money is going where it is supposed to.

If the 14 clubs do not file their report by Feb. 1, Marburger said she cannot issue a new games-of-chance license until the report is filed.
