Former Prospect councilman sentenced in 2nd corruption of minors case

A former Prospect borough councilman was sentenced Wednesday to serve 15 months of probation after pleading guilty to the second set of corruption of minors and indecent exposure charges he has faced in the last two years.

David Stellfox, 75, of Prospect, was sentenced in Butler County Common Pleas Court to concurrently serve 15 months of probation for each charge that state police filed in January 2021 for incidents that took place in 2010 and 2011.

Victim advocates read letters from the victim, a young girl, and her mother objecting to the agreed upon sentence and calling for a harsher sentence. The victim and her family attended the sentencing hearing.

In June 2020, Stellfox was sentenced to two years of probation after pleading guilty to the same two charges that state police filed in February 2018 for an incident that took place in January 2014 involving a young boy.

Following a brief recess Wednesday after the victim impact statements were read, Judge Kelley Streib said she considered the statements and accepted the plea agreement “in the interest of justice.”

However, she also said the “sentence isn’t equivalent of the seriousness of the case.”

In her statement, the victim said the incident caused her to miss time at school and sports she participated in, and resulted in her being treated at a psychiatric hospital.

She said the incident left her “crippled” with panic, fear and guilt. She said a harsher punishment is needed to “protect the community from his demons.”

The victim’s mother said the incident has consumed her family for years, and it hurt her to see her daughter struggle.

She said her daughter spent two weeks in a psychiatric hospital after contemplating suicide and later returned for another two-seek stay after attempting suicide.

She asked for the plea agreement to be reconsidered and for a harsher sentenced to be imposed.

Stellfox apologized and said he regrets the situation.

His sentence includes $500 fines for each offense, continued sexual offender treatment and an order to have no contact with the victim.
