A former Prospect councilman is facing sexual assault charges after an underage boy reported that he inappropriately touched him over a multiyear period.

David B. Stellfox, 71, was charged Tuesday by state police with felony indecent assault of a person less than 13 years old, corruption of minors and unlawful contact with a minor.

Police said a forensic interview was conducted by the Butler County Child Advocacy Center with an 11-year-old boy, who reported that Stellfox inappropriately touched him and forced him to inappropriately touch Stellfox, according to the affidavit of probable cause.

The boy said the incidents occurred over a two- to three-year period, about 10 times a year, and that it had been a year or two since the last incident occurred, the document states.

The victim also said that Stellfox told him not to tell anyone about the incidents, the document states.

During an interview Stellfox admitted some contact with the boy on several occasions, police said.

“Stellfox said he was experiencing uncontrollable impulses when these incidents occurred and knew his actions were wrong,” Trooper Christopher Balcik wrote in an affidavit, “He described his urges caused him to commit these acts for sexual gratification.”

Stellfox was arraigned Tuesday before District Judge William S. O'Donnell and was being held in Butler County Prison on $50,000 cash bail.

A preliminary hearing is scheduled for Wednesday before O'Donnell.

Stellfox was appointed to the Prospect council in February 2010, served until 2011, and was then elected to serve from 2011 to 2015, according to records with the Butler County Bureau of Elections.

Stellfox could not be reached for comment, and it is unclear if he has an attorney.
