Adams Township man facing another charge for changing odometer

A Valencia man is facing another charge of changing the odometer reading on a car he sold.

Adams Township police on Monday, April 8, charged Brian C. Frazin, 52, with felony counts of theft by deception, financial exploitation of an older adult, deceptive business practices and washing vehicles titles, and misdemeanor charges of display documents and tampering with records.

The alleged victim, whose age was not provided, told police he bought a 2005 Ford Freestyle on Feb. 22 from Frazin after contacting him on Craigslist and making the purchase in a business parking lot on Dori Drive, according to an affidavit filed by police.

The man told police the ad for the car listed numerous good things about it and that it had about 93,000 miles. He told police he paid $4,000 in cash for the car. He said he asked about the mileage while obtaining the title from a notary and was told the car was listed as exempt, police said.

He told police the car didn’t handle properly and he believed it had more miles than the odometer showed. He said the car was reported to have been inspected in Florida, but it had a Pennsylvania emissions inspection sticker dated February 2025, according to the affidavit. An auto shop gave the victim a $1,300 estimate to have the vehicle inspected.

An investigator said he contacted a man from South Park in Allegheny County who said he sold the car to Frazin for $750 and it 199,865 miles on it.

Township police filed similar charges against Frazin in March and in 2019.
