Butler man held for court on drug charges

A Butler man who allegedly was found in possession of 445 stamp bags of heroin and more than two ounces of crack cocaine following a traffic stop in April in Butler was held for court on drug possession charges Monday.

Charges against David Chad Bemben, 41, were held for court after he didn’t appear for his preliminary hearing before District Judge William Fullerton. Bemben received notice of the hearing and the charges against him were held for Common Pleas Court in his absence.

Butler City police charged Bemben with two felony counts of possession of a controlled substance with intent to deliver, two misdemeanor counts of possession of a controlled substance and one count of possession of drug paraphernalia following an April 28 traffic stop.

Police became interested in a vehicle that was traveling in the 200 block of Cleveland Avenue. After checking the license plate through their database, police learned the registered owner, Jeffrey D. Hay Sr., 60, of Butler, had a warrant for his arrest, according to court documents.

The warrant charged Hay with a felony charge of retail theft, which he waived to court at a preliminary hearing in February.

During a search, police said they found Bemben in possession of a small bag of suspected crack cocaine, a smoking device, a cellphone and cash.

Inside the vehicle, police said they saw a soft drink bottle with a black mouthpiece affixed onto the top, and a pack of cigarettes containing multiple bundles, or packs of 10 stamp bags, of suspected heroin or fentanyl in the pocket of the open door.

Later at the station, police said they found four more stamp bags of suspected heroin or fentanyl during a more thorough search of Bemben.

After obtaining a search warrant for the vehicle, police said they found various amounts of suspected crack cocaine, suspected heroin or fentanyl and drug paraphernalia.

Officers reported finding a combined 445 full stamp bags of suspected heroin or fentanyl, which is almost nine bricks, and 65.12 grams of suspected crack cocaine, which is more than two ounces.

A digital scale, packaging materials and $661 also were recovered, police said.
