Clinton Township supervisor balks but OKs payment

Boyd says repair costs too high

CLINTON TWP — The township is paying a more than $100,000 bill, but one supervisor isn’t happy about it.

Although Supervisor Ed Boyd voted with the rest of the board on Tuesday to pay National Gunite of Johnstown for repairing two culverts along Tower Road last year, he questioned why another company wasn’t used.

Boyd, board chairman, said in an interview the previous board majority, which included Supervisor Jim Halstead, did not heed his suggestion to hire a less costly contractor to do the work.

After the township decided to repair the first culvert, Boyd sought estimates from area contractors, one of which amounted to half the cost paid by the township.

He said when the township used an engineering firm to declare the problem an emergency, it enabled the selection of one company without seeking proposals.

“We have four, five excellent contracting companies in our township,” Boyd said.

Halstead, who also is the township roadmaster, said in an interview the company chosen was the best choice to repair deteriorated pipes such as the ones along Tower Road.

“The company we went with specializes in those repairs,” he said.

Boyd argued there was not an emergency situation.

Halstead disagreed, saying the road was in bad shape.

“The road already had sunk,” he said.

In the township, all three supervisors must sign a check before a bill is paid. Boyd initially refused to pay the bill, which was due in January.

He eventually relented due to a contract having been signed.

“I didn’t want to blight the township in any way,” Boyd said.

Halstead criticized Boyd for costing the township money by consulting Clinton’s solicitor and engineer in trying to delay payment.
