Maryland driver, fugitive jailed on drug, traffic charges

Candice McDay

FRANKLIN TWP — State police arrested two Maryland women — one a fugitive — and seized suspected methamphetamine and other drug contraband following a weekend crash at Route 422 and North Road in the township.

The driver, Candice J. McDay, 35, of Greenbelt, told troopers that she had used meth, marijuana and prescription medication before the wreck Saturday morning, police said.

She was later placed in the Butler County Prison on charges of drugged driving, drug possession and several traffic violations.

Troopers also arrested her passenger, Nicole A. Willis, 24, of Hyattsville, for being a fugitive from justice in Maryland. She was also placed in the county prison.

Police said they were called to the crash around 5:45 a.m. They found an overturned car with McDay in the driver's seat and Willis outside the vehicle.

Willis, troopers subsequently learned, was wanted on a surrounding state extradition warrant held by the Montgomery County Police Department in Rockville.

The bench warrant, Maryland authorities said, was issued after Willis failed to appear for a court hearing in connection with a 2016 drug case.

A search of the car, according to charging documents, turned up a small plastic bag containing suspected crystal meth, a bud of suspected marijuana and two burned roaches and two drug-smoking devices.Documents did not indicate if either woman was injured, but McDay was taken to Butler Memorial Hospital, where she underwent a blood draw. Toxicology results are pending.District Judge Wayne Seibel arraigned Willis on charges of being a fugitive from justice and possession of a controlled substance.Seibel arraigned McDay on charges of driving under the influence of a controlled substance, possession of a controlled substance and drug paraphernalia, possession of a small amount of marijuana, driving an unregistered vehicle, driving a vehicle without insurance, failing to keep right, disregarding traffic lanes and careless driving.Willis is in the county prison on $125,000 bail.
