A Lawrence County man charged with creating a hazard in a road and resisting arrest was entered into the Butler County Accelerated Rehabilitation Disposition program in county court on Wednesday.

Joseph D. Hess, 24, of New Wilmington, was entered into the program for 12 months by Judge Timothy McCune. He also was ordered to continue with mental health treatment.

Hess was charged by the Butler Township police with misdemeanor obstructing highways, resisting arrest and summary public drunkenness, disorderly conduct and being an intoxicated pedestrian causing a hazard, after an incident on New Castle and North Duffy roads April 21.

Following a call for a reportedly intoxicated man sitting dangerously close to New Castle Road in the Looney Toones bar parking lot and another call reporting a man was throwing an unidentified object at a vehicle in traffic by the Walgreens pharmacy and was jumping on cars pounding and on vehicle windows, Hess was found holding up traffic while standing in the road talking to a motorist.

Police tried to talk him out of traffic. But he told them he wasn't going anywhere, documents said. When police tried to take Hess into custody, officers eventually had to utilize a Taser.
