Slippery Rock council adds comment time to meeting
SLIPPERY ROCK — Borough council on Tuesday had additional time for public comment to ensure compliance with the state’s Sunshine Act.
Council President Dave Miller said that the comment period would allow residents who wanted to speak at the Nov. 19 council meeting, where no public comment was allowed, a chance to speak.
At the November meeting, Councilman Itzi Meztli asked why there was no public comment. At the time, council Vice President Christy Tichy noted that the meeting was dedicated entirely to the borough’s 2014 budget, which still was being balanced by council and was not yet a public document.
At the Dec. 3 meeting, Meztli wanted the minutes from the Nov. 19 meeting to reflect his objection that there was no public comment. He was concerned about being fined for violating the Sunshine Act, which regulates public meetings.
“I do not want to be liable to that,” said Meztli, who was absent from Tuesday’s meeting.
Two residents spoke Tuesday. Tom Holmes said that Councilman Bob Bowser was an “embarrassment” to the borough, should resign from council and should get anger management training.
At the Nov. 19 meeting, Bowser objected to a moment of silence for the late Frank Monteleone, a landlord who had committed suicide a few days before, and said that a sympathy statement issued by the borough to Monteleone’s family was not sincere on his part.
In a response, Bowser said Tuesday night that he will not resign, that he has had anger management and that it was a pity that Monteleone did not have any anger management.
Resident Chuck Brochetti told council that he backed the decision by the borough’s solid waste committee that supported moving the bulk trash pick up date back to May and taking the $1.50 per customer expense that the move would cost out of the borough’s monthly $3 solid waste service fee. He said he would have liked the $1.50 fee reflected in the borough’s budget for next year, which kept the fee at $3. Brochetti said an alternative would be to take the extra $1.50 out of reserves.
