Two charged in juvenile assault case

A Butler woman, along with a man already in jail in Butler County on suspicion of sending nude photos to a minor, are facing new charges. Police said the man sexually assaulted a juvenile female eight years ago.

Butler City Police filed charges Wednesday against Steven A. Fulmer, 29, of Butler, including two counts of aggravated indecent assault and a misdemeanor of endangering the welfare of children.

Fulmer was placed in Butler County Prison in August after police received a report of a man exposing himself to a 14-year-old girl on Facebook Messenger.

Police said Fulmer was identified by a tattoo on his right wrist, and he was charged with two felony counts of unlawful contact with a minor and two misdemeanor counts of harassment following the incident.

Heaven L. Wonderling, 36, was charged Wednesday with felony intimidation to refrain from reporting and misdemeanor terroristic threats after police received a report from a 16-year-old female regarding a past assault.

According to the affidavit, Fulmer would stay at Wonderling’s home occasionally and watch the female juvenile and other children. Police said the assault occurred while Fulmer was watching the children.

The juvenile reported falling asleep while the group watched a movie and awakening to Fulmer touching her inappropriately, police said.

According to police, Wonderling — months after Fulmer was arrested on the other charges — asked the juvenile if Fulmer had ever assaulted her.

Police said Wonderling and a neighbor accused the juvenile of lying and tried to convince her the incident had not happened, and Wonderling threatened to kill the juvenile if she told anyone.

According to court documents, Wonderling has not been arrested, and a preliminary hearing has not been scheduled.

In 2016, Fulmer was sentenced to 11 to 23 months in jail, followed by two years of probation, after pleading guilty to felony child endangerment and misdemeanor reckless endangerment.

According to those charging documents, he was accused of inappropriately touching an 11-year-old girl in 2014.

Fulmer was arrested again in 2020 and later pleaded guilty to misdemeanor simple assault, related to an incident in which he was accused of punching a woman while she was holding a newborn child.

In October 2020, he was sentenced to one year of probation, but its start was delayed due to him being on parole at the time.

Regarding the case filed Wednesday, Fulmer's preliminary arraignment is scheduled for Friday, Oct. 7, before District Judge William Fullerton.
