Even roads come with a warranty.

Summit Township supervisors on Wednesday discussed recent problems with seal-coat roads that received maintenance last year from Russell Standard.

Larry Osche, a supervisor and the township’s roadmaster, reported problems with oil spilling out from certain seal-coat roads when temperatures reach over 85 degrees.

“If you’re going down Bonniebrook Road where Headland lets out, you can see oil all over the road,” Osche said.

Osche noted the oil is slightly visible spilling out from Headland Road onto Bonniebrook Road where car tires are picking the oil up and dragging it onto Bonniebrook. He said the problem is also occurring on Green Manor Drive.

The oil is indicative of problems with the seal-coating process, Osche said.

Michael Gallagher, the township’s solicitor, said the board needs to figure out what the claim process is in the road’s warranty, and then file a claim accordingly.

Jefferson Township, he said, is apparently having similar issues with roads that were seal-coated by Russell Standard last year.

Besides quality issues, rainfall on the oil poses a potential safety issue, supervisors said.

“When it rains, it’s going to get slippery as heck,” Osche said.

Township staff planned to contact Russell Standard about the issues Thursday.
