Man accused of rolling back odometer, selling vehicle

A man accused of rolling back the odometer on a vehicle and selling it for a profit was charged by Adams Township police Thursday and documents showed this is not the first time.

Charges against Brian C. Frazin, 52, of Valencia, were filed after a man discovered Frazin tampered with the mileage of a vehicle before selling it to him. The vehicle was intended to be his daughter’s first car.

In 2019, Frazin was charged for similar offenses regarding nine vehicle sales. Police said Frazin would purchase vehicles with high mileage, place instrument cluster panels with lower mileage readings in them, and sell them online.

Frazin was charged Thursday with felonies theft, deceptive business practice, changing odometer readings, washing vehicle titles, misdemeanors possession of a criminal instrument, tampering with records, theft, and possession of display documents.

According to documents, a man said he was searching for a vehicle for his daughter when he came across an ad for a Honda Accord on Craigslist placed by Frazin. The Honda, according to the ad, had 123,000 miles on it, police said.

Frazin sold the man the car for $7,000 in cash, police said, and agreed to keep the car at his home until it could be picked up.

The man told police he then looked up the CARFAX on the Honda, which did not match with information Frazin gave during the sale.

Police said they were familiar with Frazin’s former case and applied for a search warrant for his home. A search on March 21 yielded the Honda, $5,665 in cash, copies of titles and transfers, 30 owners manuals, seven license plates, fraudulent inspection stickers, two phones and the instrument cluster panel matching the Honda.

Police said the title to the Honda was also found, which stated the vehicle had 174,000 on it. The CARFAX listed the last reported mileage as 204,714.

The person who originally sold the Honda to Frazin reported the vehicle had 210,000 miles on it and was sold for $4,900, police said.

Frazin’s preliminary hearing has not yet been scheduled.
