Why weren’t bears removed before attack?

The Butler Eagle (Bear cubs from Butler attack released into wild, March 8, page 1) reported three bear cubs were released into the wild after a mother bear attacked a women in her residential neighborhood. Leeann Galante was the victim of this awful attack.

I wonder how differently this story would have played out if someone in charge had at least tried to capture and release these bears after several calls of the bears being seen in the area for several weeks.

Who is responsible for this unnecessary attack? Certainly not the Galante family. Thank God Leeann and her precious fur baby are going to be OK, but they both have a long recovery ahead of them physically and emotionally.
