Traffic stop leads to man's arrest on drug charges

More than six-and-a-half ounces of suspected marijuana and an assortment of THC products — vapes, syrup, oil and edibles — were seized following a traffic stop in Fairview Township, authorities said.

Heath A. Confer, 36, of Donegal Township was arrested on felony and misdemeanor drug charges in connection with the stop around 7:20 p.m. Wednesday in the area of Fairmont Road and Route 268.

State police said he was pulled over for having an expired vehicle registration. Troopers subsequently suspected he was impaired.

The defendant told police he had a medical marijuana card and there was marijuana in his car, according to charging documents. He also allegedly admitted the drug was not packaged for medical marijuana purposes.

Additionally, police said, he admitted he had smoked a marijuana blunt earlier that morning and he had eaten a THC edible about two hours before the stop.

Police eventually took him to Butler Memorial Hospital for a blood draw. Toxicology results are pending.

A search of his car, documents said, turned up 126 grams of suspected leaf marijuana that was in a vacuum-sealed bag and 60 additional grams in a resealable bag.

Police said they also found three containers of THC syrup, four THC vapes, four syringes containing THC oil, seven containers of THC edibles and other contraband.

Some of the packaged THC products, police noted, were manufactured and purchased out of California and Michigan.

“Confer was unable to provide (police) with documentation showing property authorization to possess the THC products,” documents said.

He also could not show troopers a prescription for the products, police said.

On Thursday, Confer was arraigned on a felony charge of possession with intent to deliver a controlled substance and misdemeanor charges of possession of a controlled substance and drug paraphernalia, and possession of a small amount of marijuana.

He also is charged with driving under the influence of a controlled substance and driving an unregistered vehicle. He is free on $5,000 bond.

His preliminary hearing is scheduled for March 31 at the office of District Judge Lewis Stoughton in Chicora. Confer said he is meeting with a prospective attorney later this week, and declined comment Monday.
