CONCORD TWP — At Tuesday's meeting, supervisors opened a single bid to start a pension plan for full-time township employees, but residents in attendance disliked the idea.

Candi Nassy, board president, said the supervisors received a bid from the Pennsylvania State Association of Township Supervisors, and the supervisors will review the bid leading up to their next meeting.

Nassy said the pension plans would be only for full-time employees, of which the township currently has two. She said being able to offer pensions will increase the appeal in trying to acquire new employees in the future.

“There's not a reason someone wants to come here and work,” Nassy said.

Nassy said the two eligible employees include road worker Gary Straup, who has worked for the township for more than 35 years. Nassy said other municipalities offer retirement benefits to their employees.

Resident Ed Michael said he and the other residents feel there are other options to offering pensions.

“As a community our suggestion months ago was a 401k, but they went in a different direction,” he said.

Michael said he does not want to see money further allocated away from road management, which he sees as a problem in the area.

“We're a small community spending money to get pensions for these guys, but we don't have enough money to maintain our roads right,” he said.

Nassy said the pension plans would incur some cost to the township over the first three years, but after that those costs would be covered by the state. She said the cost would be a small percentage based upon the employees annual wages.

Nassy said the township has saved a lot of money by being able to take care of some expenses, mainly maintenance, in house with their employees.

“They have saved us more money on this than what the pension plans are going to cost,” she said.

Supervisor Thomas Manuel Jr. is the other full-time employee for the township.
