Butler County's new voting machines should arrive later this month.

Gov. Tom Wolf vetoed a controversial voting machine funding bill on Friday.

The bill would have provided $90 million in funding for counties to replace their voting machines ahead of the 2020 election. Wolf previously issued a mass decertification of machines out of security concerns.

In a statement explaining his veto, Wolf clarified his hesitation with the bill.

He took umbrage with two additions to the bill. The bill removes straight-ticket voting as an option from Pennsylvania ballots, and it limits the governor’s ability to decertify machines without legislative approval.

“The bill weakens the ability of the commonwealth and counties to quickly respond to security needs of voting systems in the future, creating unnecessary bureaucracy and potentially harmful delays,” Wolf said in a statement.

Wolf spoke ill of the move to end straight-ticket voting.

“I’m concerned the isolated removal of a convenient voting option would increase waiting times and could discourage participation,” Wolf said.

Both of those were Republican additions. After their inclusion, the bill enjoyed more Republican support at the cost of nearly all of its support from Democrats.

Republican leadership in the Senate issued a joint statement following the veto.

“Today, Gov. Wolf slammed the door on a bipartisan, compromise Election Code bill that would result in more opportunities for independent and minority-party candidates to compete,” the statement said.

“Forty-three other states have recognized that straight-party voting is bad for democracy, but Gov. Wolf has decided to allow this arcane practice to remain.”

Butler County paid about $939,000 on its new voting machines that should arrive later this month.
