CALLERY — Changes are coming to the borough’s code as council members seek to remove what they consider to be unnecessary ordinances.

The council will introduce an ordinance to simplify the code at its next meeting in August.

The proposed ordinance would repeal chapters 9, 35 and 44 of the borough code.

Chapter 9 concerns appointments of standing committees; chapter 35 establishes a curfew for children under the age of 16; and chapter 44 prohibits the manufacture and sale of explosives within the borough.

Before the vote council will hold a hearing where members can hear from the public regarding the proposed changes.

Council members plan to vote to accept the changes following that hearing.

Council President Edward Conway said the chapters proposed for repeal are for the most part unnecessary and that removing them would help to make the borough code more manageable.

“We have an ordinance book that’s about three inches thick and it’s just overwhelming to anyone wanting to get into it,” he said. “So what we’re doing is taking things out we don’t really need.”

The ordinances were selected by council members after a discussion about identifying and repealing those that members found redundant or unnecessary, Conway said.

“The council is all responsible for going through their own books and anything we take out is done as a council,” he said.

In addition to streamlining borough code for current members, Conway hopes simplifying the ordinances will help to find new members to join council in the future, lowering the barrier to entry for anyone unfamiliar with running a borough.

Based on previous discussions between members, Conway said he expects the repeal ordinance to pass at the next meeting.
