Woman nabbed again with heroin, cocaine

Second arrest for drug sales

A Jefferson Township woman already awaiting trial in one felony drug case is now accused in a second one.

A preliminary hearing is set next week for 26-year-old Kashmir M. Wissinger in the recent case for allegedly selling heroin and crack cocaine to a police informant in May in Butler.

Wissinger has been in the Butler County Prison since May 23 when Butler Township police arrested her on charges she planned to sell phony drugs disguised as heroin.

District Judge William Fullerton on Thursday arraigned her on the new charges filed by the Butler County Drug Task Force.

Authorities said Wissinger on May 2 sold 10 stamp bags of heroin and crack to an informant in a controlled drug buy, according to court documents. The $180 deal occurred in the 100 block of West New Castle Street.

She is charged with two counts each of delivery of a controlled substance and possession of a controlled substance, and one count of possession of drug paraphernalia.

Fullerton added another $25,000 to her bail, following arraignment. She was previously being held on $25,000 bail in connection with the earlier Butler Township charges.

Police said that a patrol officer came upon Wissinger's car in the Super 8 motel parking lot May 23 when he ran the vehicle's license plate. He learned that she was wanted by state parole authorities.

Officers found her and a Pittsburgh man in a motel room. Police said they also found 12 stamp bags of suspected heroin and a baggie containing cocaine in her purse.

Additionally, she had 353 empty stamp bags, eight syringes and other drug contraband, police said.

A book bag in Wissinger's room had additional contraband, including 19 empty stamp bags. Both suspects denied the book bag was theirs.

Later at the police station, court documents said, Wissinger admitted the suspected heroin was not heroin, but cocoa and baking soda.

“She said that (the man she was with) was packaging the combined substances and selling it as heroin to rip people off,” according to a police affidavit.

“I even helped,” Wissinger acknowledged.

She is awaiting trial in the case on charges of possession with intent to deliver a counterfeit controlled substance, and possession of a controlled substance and drug paraphernalia.

The case against her accomplice, who faces a top charge of conspiracy to deliver a counterfeit controlled substance, is also pending in county court.
