PENN TWP — A Connoquenessing Township man was double the legal limit for alcohol and high on drugs last month when he led police on a chase during which speeds exceeded 90 mph, authorities said.

Penn Township police on Wednesday arrested Jessie O. Staaf in connection with the high-speed chase July 4. Court documents showed Wednesday was Staaf’s 21st birthday.

Staaf, who faces felony and other charges, is free on $25,000 unsecured bail.

Penn Township Patrolman Alyssa Mathews was on duty about 3:30 a.m. on the Fourth when Staaf’s northbound car sped past her cruiser stopped on the side of Route 8.

When she tried to stop the car, Staaf refused to pull over. He continued to drive for more than three miles before finally stopping.

Mathews suspected the suspect was intoxicated. She also was struck by Staaf’s attitude, noting he was “laughing and (showed) no remorse,” according to court documents.

He admitted having consumed “two beers” with friends “a couple hours ago,” a police affidavit said. He was arrested, and his car searched. The search turned up suspected marijuana and a scale.

Results of a blood test subsequently showed Staaf’s blood-alcohol level was 0.174 percent, police said. A level of 0.08 percent is considered intoxicated under state law.

Toxicology reports also showed he had cocaine and marijuana in his system.

He is charged with fleeing or attempting to elude police, a felony. Additionally, he is charged with driving under he influence of alcohol and drugs, DUI by a minor, and possession of a small amount of marijuana and drug paraphernalia, all misdemeanors.

Police also cited him for driving at unsafe speed, reckless driving and minors prohibited from driving with any alcohol in their system.
