3 boroughs unite for grants
FREEPORT — The borough is part of a joint revitalization program in Armstrong County seeking state funds.
Along with Leechburg and Apollo, Freeport is trying to qualify for the state's Main Street program.
To facilitate the process, a nonprofit corporation — Freeport Leechburg Apollo Group Inc. — was formed last month.
The group is in the initial stages of creating a five-year economic revitalization plan.
Mary Bowlin of Freeport, president of both FLAG and the Allegheny Valley Chamber of Commerce, said there are ample opportunities to revitalize the borough.
Possible improvements include tying in the docks at the Allegheny River to a spruced-up downtown, she said.
Bowlin said the three boroughs are working together because each is too small to qualify for individual funding.
If the group qualifies for the Main Street designation, it would be eligible for more than $295,000 in state grants.
"It's an unbelievable opportunity," Bowlin said.
She said the joint effort presents an opportunity to cross-market all three municipalities.
FLAG already has received a $7,500 grant from the Freeport branch of National City Bank.
"The Main Street Program will strengthen our existing retail corridors and significantly improve the vibrancy and quality of life in these neighborhoods," said bank branch manager Mitch McFeely in a press release.
The Freeport Renaissance Association, which Bowlin also is a member of, donated $200 for the group's start-up.
State Sen. Jim Ferlo helped the three municipalities initiate the process.
"I am proud and supportive of efforts by Freeport, Leechburg and Apollo stakeholders who envision a multiple Main Street approach," Ferlo stated in the press release.
