Nearly 20 months after fire gutted an unoccupied mobile home in Clearfield Township, state police charged a former tenant with insurance fraud.

Investigators say Dwayne Smallwood, 40, no known address, still had renter's insurance when he filed a claim for a refrigerator and stove destroyed in the fire on Jan. 15, 2017.

Those appliances, however, belonged to the owner of the home on Clearfield Road, police said.

District Judge William Fullerton on Monday issued police an arrest warrant for Smallwood on a felony count of insurance fraud and misdemeanor counts of false swearing and unsworn falsification to authorities.

About 50 firefighters from four departments responded to the fire call on the night of the blaze. No injuries were reported.

A state police fire marshal investigated, but due to the extent of the damage, authorities said, he was unable to determine what caused the fire.

The homeowner told police that the trailer was vacant when the fire struck and investigators learned that Smallwood last lived there.

The investigation also determined that the defendant had a $20,000 renter's insurance policy to cover his contents when he lived at the home. The policy was still in effect, police said, after he vacated the trailer and at the time of the fire.

Smallwood, in filing a claim with Foremost Insurance, a division of Farmers Insurance, according to court documents, reported that among his losses was a refrigerator valued at $800 and a stove valued at $600.

He signed a proof of loss statement March 3 at a notary office in Butler.

But the homeowner told police that he owned the appliances, which were in the trailer when the defendant moved in, documents said.
