Adams on path to establishing trail ordinance

ADAMS TWP — Supervisors Monday night said Adams Township is on the path to establishing trail ordinance.

Trail ordinances have been a discussion visited by both supervisors and members of the township planning commission many times in the past year.

With input from several residents, township leaders have been looking into establishing guidelines for public trail development. Tim Stack, a resident, said Monday he's hoping to hear about progress being made on this front in 2021.

“I want to know that you guys are hoping to work on them this year,” Stack said.

Russell Ford, supervisor chairman, said he has talked with planning commission chairman Martin McKinney about making plans.

The township hopes to establish a subcommittee for the project that will include representatives from both boards as well as the Parks and Recreation Department. Ford said the trails ordinance needs to reach the “end line” soon.

“In the past, we have started stuff, and it just goes on and on,” Ford said.

The township also has been discussing establishing a slopes ordinance and impact fees. Ford said these also need to have conclusive results.

Stack said while trails are good things to bring to the township, they're “Band Aids on the real issues” surrounding development. He hopes officials will take a closer look at guidelines surrounding developments as the year progresses.

Ron Olsen, township engineer, discussed plans for a sewer line extension through the community park that will serve a future picnic shelter. Bid specifications for the project have been established and are being advertised.Olsen also discussed plans for the picnic shelter, which can be constructed concurrently.“It will be very similar to the Rotary pavilion,” Olsen said.The only difference, according to Olsen, is the shelter will be 3 feet longer to accommodate bathrooms and a kitchen that meet current ADA requirements. Bids are due by noon on Jan. 25, according to Olsen.The supervisors approved both the park sewer line extension and pavilion specifications.Ford said the township eventually hopes to relocate the Kiwanis pavilion.“The ultimate goal is to keep these projects moving,” Ford said.
