Prostitution charges dropped in deal, $16,000 surrendered
After concluding that two women arrested for prostitution last year weren't victims of sex-trafficking, prosecutors offered one of the women a plea deal Monday.
Jinfeng Jiang, 37, a Chinese national, pleaded guilty to a misdemeanor charge of disorderly conduct. Butler County Judge William Shaffer sentenced Jiang to a $500 fine. Assistant District Attorney Robert Zanella said he offered Jiang the plea deal to drop prostitution charges after she paid the county $16,000 she had in her possession when she was arrested. Jiang's defense previously raised concerns that she was a victim of sex trafficking, but Zanella said the FBI concluded she was not.
“Once you take that out, it's just your run-of-the-mill prostitution case,” Zanella said.
Jiang and another woman were arrested by Cranberry Township Police in October after a joint investigation between police and the FBI's Violent Crimes Against Children/Human Trafficking Task Force.
The other woman charged is Chen-Sui Hong, 59. Authorities allegedly arranged meetings at hotels with the two women and an undercover officer in response to online advertisements offering sexual acts in exchange for money, according to Cranberry Police Detective Justin Hewitt's affidavits.
During a preliminary hearing last month, Jiang's bond was set at $100,000 and then later dropped to $75,000, sending her to Butler County Prison. She stayed there until her lawyer, Joseph Kecskemethy, successfully argued for her bond to be reduced to $5,000. On Dec. 6, she posted it.
When she was arrested, Jiang was in possession of nearly $16,000, according to an affidavit, which she agreed to surrender to authorities as part of the plea deal, according to Zanella.
On Jan. 28, Hong was sentenced to one to 18 months in jail and one year of probation for possession of an instrument of crime and promoting prostitution. Hong's supervision was transferred to Taiwan and, according to a court order, she was paroled directly to Immigration and Customs Enforcement upon the completion of a parole plan.
