City hires independent consultant to perform housing study, design incentive program
The City of Butler is hiring an independent consultant to put together a comprehensive housing study and economic impact incentive program.
City council voted unanimously Monday evening, Aug. 31, to enter into an agreement with municipal consultant Adam Hartwig to put together the study and program at a maximum cost of $16,500.
“That was the one moment when we sat through the STMP review — the partial review, we haven’t finished it yet — that seemed to get everybody a little bit excited,” Mayor Bob Dandoy said about the study.
Hartwig, a former Middlesex Township manager and senior director of operations for Nonprofit Development Corporation, said the study would take about 250 hours of work to complete and should be ready for presentation to council before the end of the year.
“It involves meetings with not only the City of Butler, but the housing authority and the school district. It would be fantastic to meet with financial institutions in the city as well to help create the program,” he said.
City council also voted unanimously to contract Hartwig to review and update the employee handbook for city personnel at a maximum cost of $10,500. The new handbook will include “standard operating procedures” for municipal functions. Hartwig and council clarified the new employee handbook would not impact the police or fire departments.
The handbook should also be ready to present before the end of the year, Hartwig said.
