Probation search leads to heroin bust

Teen with cash, drugs arrested

A Pittsburgh teenager was caught by chance Tuesday with hundreds of bags of heroin and other drugs and hundreds of dollars in currency stuffed in his pants pockets, Butler police said.

Charles S. Freeman, 18, was arrested on felony possession and other charges. He is in the Butler County Prison on $150,000 bail.

The teen was nabbed near an apartment building in the 300 block of West Jefferson Street about 10:20 a.m., following a check by Butler County probation officers, according to court documents.

The officers had gone there looking for 53-year-old Steven Riggle and his wife, 54-year-old Elizabeth A. Riggle, who live at the apartment building.

Probation officers are permitted to conduct a limited search at a home of someone under their supervision.

But because that apartment building is considered a high-traffic area for drug activity, authorities said, Butler County detectives and city police assisted the probation officers during the check.

The officers found Elizabeth Riggle at home.

But county Detective Tim Fennell said investigators believe Steven Riggle, Freeman and Adrienne Hurd, 32, of Butler, were in the apartment but ran out a back door after hearing the officers knock at the door.

Police a short time later spotted Freeman and Hurd nearby. Both were detained. Hurd was arrested on a probation violation.

A search of Freeman turned up 504 stamp bags of suspected heroin, nearly 19 grams of crack and a small bag of marijuana, documents said. He also was carrying $474, mainly in 20-dollar bills.

“That was a nice haul,” Fennell, who heads the Butler County Drug Task Force, said of the cache of drugs allegedly found on Freeman.

Investigators listed the street value of the seized drugs at $8,000.

Fennell said he suspects Freeman and possibly another man was using the Riggles’ apartment to deal drugs.

Inside the apartment, police found one full bag and several empty bags of suspected heroin, hypodermic needles and scales.

District Judge Pete Shaffer arraigned Freeman on two felony counts of possession with intent to deliver a controlled substance, and charges of possession of a controlled substance and a small amount of marijuana, both misdemeanors.

Riggle is charged with possession of a controlled substance and drug paraphernalia.
