Is it any different if unelected bureaucrats are regulating your internet access, or if unelected corporate hacks are? Also, I know the whole "states' rights" thing was big during the Civil War, but a) have you seen our state government? and b) the PUC is appointed, not elected.
Cass isn't talking about companies that sell movies, which leads me to believe you misunderstand the issue. She's talking about companies that provide internet access (Comcast) charging you more to access the services from movie/TV sellers (Netflix/Hulu). It's like the Clearview Mall wanting to sell tickets just to gain admittance to the movie theater, where you then have to buy another ticket.
The problem, unfortunately, is that in all too many residential areas one company has a monopoly on the infrastructure for internet access. The only company that has service in my area is Armstrong, which essentially means they can charge whatever they want. The same goes for my water and electric utilities. If the government doesn't regulate their costs, then these companies will price gouge.
