Police: Man deliberately causes crash, hands over dash camera footage to support charges

A Cowansville man is accused of deliberately crashing into another vehicle, pulling a knife on two people and giving police the dash camera footage used to support the charges against him.

Ronald Sterling Wiegand Jr., 23, was arrested following a two-vehicle crash Thursday, April 30, near an ice cream shop on Route 422 in Clearfield Township. While police were en route, they learned two people were fighting in the road, and one had pulled out a knife.

Police arrived and found Wiegand with a Sheffield utility knife and three other people.

Wiegand reportedly told police at the scene he had dash camera footage of the incident for police to view.

However, police said Wiegand’s dash camera footage supported the charges against him. He was charged Friday, May 1, with two felony counts of aggravated assault, one felony count each of aggravated assault by vehicle and criminal mischief, three misdemeanor counts of simple assault and one misdemeanor count each of reckless endangerment and DUI following the incident.

Police said the footage shows Wiegand traveling at high speeds while weaving in and out of traffic on Route 422.

Police said Wiegand could be seen deliberately preventing vehicles from passing him and can be heard screaming obscenities out the window at other drivers. Another vehicle is then seen attempting to pass Wiegand in the right lane. Police said Wiegand then speeds up and deliberately swerves to strike the vehicle.

The collision made the other driver lose control and crash into an ice cream van near the shop along Route 422, police said.

Wiegand told police the crash occurred when another vehicle attempted to turn into his lane too soon.

After the crash, police said Wiegand lunged at the driver of the other vehicle and punched him in the left eye when asked for his insurance information. The driver and a bystander then attempted to subdue Wiegand, which is when he pulled out the knife, police said.

Police said Wiegand waived the knife before locking himself in his vehicle. Wiegand also showed signs of impairment, but police did not elaborate on the specific substance or medication.

He’s being held in Butler County Prison on $100,000 bail. A preliminary hearing has not yet been scheduled.

Wiegand was previously charged in 2022 in Armstrong County with felony aggravated assault by vehicle, six misdemeanor counts of reckless endangerment, four misdemeanor counts of disorderly conduct and two misdemeanor counts of simple assault.

He’s been serving a parole sentence of 6 to 36 months since May 2024.
