County commissioners award bid for Alameda Park improvements

The county commissioners awarded a bid for electrical upgrades in Alamada Park after the bid was scrutinized.

The $308,000 bid was awarded at the Wednesday, Dec. 17, commissioners meeting to OSP.com LLC for improvements to the main electrical distribution for shelters, restrooms, security cameras, bocce ball courts and other facilities in lower Alameda Park.

The commissioners had Redcon Engineering, which is administering the contract, review OSP’s bid because it was significantly less than the next lowest bid, which was around $500,000.

Representatives from Redcon told the commissioners Wednesday that they contacted OSP officials who said the can complete the work in accordance with bid specifications for their bid price. Redcon recommended awarding the bid to OSP.

Other business

In other business, the results of the second round of bidding for the SEBCO Pool renovation project in Evans City were announced and are being reviewed by Jefferson Township officials.

After the initial bids exceeded the township’s project budget, the county rebid the project and those bids were opened Dec. 3.

Three pool improvement construction bids ranged from $2.46 million to $2.88 million, two bids for electrical upgrades were $166,600 and $219,000, and three plumbing bids ranged from $74,480 to $124,400.

The commissioners tabled awarding any contracts until the bids reviewed by the township, consultants and the solicitor.

At the township supervisors’ Dec. 8 meeting, township manager Leo Rosenbauer said the low bids total $2,701,080 and still exceed the township’s $2.1 million project budget. The supervisors tabled a vote on appropriating more than $601,000 in additional money toward the project.

The commissioners approved an agreement with Evans City to replace a Harrison Street culvert in which the borough will reimburse the county about $440,000 for materials, and labor costs will be covered by a grant from the $5 fee the county imposes on vehicle registrations. Labor costs are capped at $75,000.

In addition, the commissioners approved a change order that adds $25,000 to the $501,000 Marion Township reservoir project to install a fire hydrant near the water treatment plant.

Commissioner Kevin Boozel said there are no hydrants in that area now.

The reservoir is finished, but hasn’t been tested yet, and the hydrant installation is expected to be completed in 10 days, officials said.

The commissioners also agreed to modify Slippery Rock’s Community Development Block Grant by reallocating $74,292 from the housing rehabilitation fund to the stormwater project.
