Complexes on board to fix party problem

SLIPPERY ROCK TWP — The managers of two apartment complexes near the Slippery Rock University campus say they want to work with the township and law enforcement to keep parties under control.

Though neither Slippery Rock nor the township has taken action, the township supervisors are considering two measures that would put new restrictions on property owners and impose fees for “nuisance gatherings.”

An amendment to the township’s zoning ordinance would require commercial and multifamily dwellings to file a permit before using an outdoor sound system. The hours of operation would be restricted to 10 a.m. to 10 p.m. on weekdays and 9 a.m. to 11 p.m. on weekends.

Under another proposed ordinance, any party or incident would be considered a nuisance gathering and subject to fees if there are at least 10 people present and there are at least three criminal charges filed.

Meagan Reed, general manager of The Grove, talked about unruly parties Sept. 14 at a recent township supervisors meeting.

“I will personally not ever promote a party that invites any non-resident to participate and if gatherings do occur, then we try to shut them down as quickly as possible,” Reed said.

On Aug. 22, police and emergency responders were called to The Grove during its “Epic Pool Party” after two college students were injured after an altercation. Another student was hospitalized for suspected alcohol intoxication that night.

In response to that incident, the complex increased its security presence for the next several weekends, Reed said.

“The pool party that has been mentioned was for our residents only, and they were allowed to have one guest. We try to make it fun for our residents, but for our paying residents and our customers, not for the university at large,” she said.

Luv Desai, property manager at University Village apartments off Kiester Road, said the complex hosts one big party a year and several smaller events intended for SRU students only.

“We want to showcase our property, but we don’t want outsiders. We want to limit it to college kids,” Desai said.

This year’s party, promoted as “UVSR 5th Annual Block Party,” was Sept. 3.

Though ambulance crews reported transporting 14 students that night, only five of those were attendees at that party, Desai said.

When that event is held next year, there will be an emphasis on having security guards check for student IDs at the front gate. Any advertisements posted to social media also will state that a student ID is required for admittance.

The management has a good relationship with the township as well as state police and the liquor control board, Desai said.

“We’re on the same page as what they are asking. We’re cooperating in every way we can to address the situations that are happening,” he said.

McKinney Properties, the Pittsburgh-based company that owns The Heights at Slippery Rock apartments off Route 173, did not respond to requests for comment about the issue. That complex rents primarily to SRU students.

The Heights hosted a pig roast party in April that resulted in state police making a dozen arrests.

That party caused complaints and started the township’s investigation into new ordinances.
