Cyclist sues state police over injuries suffered in Butler Township crash

A West Virginia man is suing state police over injuries he said he suffered when a trooper’s vehicle struck him while he was riding an electric bicycle at night last year in Butler Township.

Donald Quinn, of Morgantown, filed the suit Wednesday, June 4, in Butler County Common Pleas Court against trooper Phillip Treadway and state police Troop D Butler, where Treadway works.

Quinn claims he was riding an electric bike at around 10:45 p.m. July 10 west on New Castle Road when a car, a 2022 Dodge Charger, he said was driven by Treadway, struck the rear tire of the bike.

Quinn said as a result, he was thrown from the bike onto the windshield of the car and then rolled on to the road. He said he required treatment from the crash, and that he continues to need treatment for injuries including multiple fractures to his ribs, spine and fibula, a collapsed lung and abrasions.

Quinn is seeking more than $50,000 in damages for each of three counts of negligence and one count of vicarious liability.

Treadway and a Troop D spokesman did not return messages seeking comment. State police headquarters in Harrisburg declined to comment.
