Police: Driver on drugs upon arrival at barracks

A woman is accused of driving on drugs after authorities said she was impaired when she drove to the state police barracks in Butler Township to obtain a report about a previous accident.

On Tuesday, police charged Jessica L. Cartwright, 41, of Donegal Township, with driving under the influence of a controlled substance, possession of drug paraphernalia and public drunkenness in connection with last month's stop at the barracks.

According to police, Cartwright showed up at the station shortly before 4:30 p.m. Dec. 23. Surveillance video recorded her driving into the parking lot and entering the lobby.

Police said she came there to pick up an accident report about a two-vehicle crash in which she had been involved four days earlier in Clearfield Township. She was cited in the Dec. 19 wreck for a turning violation.

While in the lobby, police said, Cartwright began acting “erratically.” She was seen pacing around and talking to herself, according to charging documents.

Trooper Philip Treadway, a drug recognition expert, spoke to Cartwright, who admitted being on medication, police said. Later, standard field sobriety and Advanced Roadside Impaired Driving Enforcement testing indicated she was impaired.

Cartwright was arrested for suspicion of DUI and subsequently underwent a drug influence evaluation. Afterward, police said, she admitted that she had a suspected marijuana pipe in her purse that was in her car.

Police seized the glass smoking pipe from the purse.

Cartwright was taken to Butler Memorial Hospital for a blood test. Toxicology reports showed that she had marijuana and hydrocodone, an opioid pain medication, in her system, documents said.

A preliminary hearing for Cartwright, who has a prior DUI conviction in 2015, is scheduled for March 11. Online court records did not list an attorney for her.
