2 charged in 2021 College Street homicide

Nearly two years after a man was stabbed and shot on College Street, city police have charged two individuals with causing his death.

On Dec. 5, 2021, Hakeem Moran, 31, of Pittsburgh, was taken from 109 College St. to Allegheny General Hospital in Pittsburgh with multiple stab wounds and a gunshot wound. According to police, he died from his injuries later that night. His death was ruled a homicide.

Hassan L.R. Brack, 36, and Brooke R. Fair Smith, 30, both of Butler, are accused of Moran’s death and charged with felonies criminal homicide, criminal attempt and burglary. Fair Smith was additionally charged with a count of felony burglary.

Fair Smith is in Butler County Prison on an unrelated bench warrant. Brack is at the Smithfield State Correctional Institution in Smithfield, Hutingdon County, Pa.

At 7: 44 p.m. Dec. 5, 2021, city police received reports that a man was shot.

Officers arrived on scene four minutes later, and were told there was a fight between multiple males and gunshots were fired. They also observed blood on the kitchen wall, according to documents.

The shooting victim, later identified as Moran, was found lying in the yard at 112 College St. Police said he was wearing a boot brace on his leg with crutches found next to him.

A large amount of suspected crack cocaine, cash and marijuana was also found in the grass, according to documents.

Moran was initially taken to Butler Memorial Hospital for his injuries and transferred to Allegheny General Hospital, where he died.

When police interviewed residents at the house, the person who called 911 said that he heard a struggle in the kitchen and the aggressor was a tall, Black male with a scruffy beard.

The caller told police he heard Moran yell, “Don’t shoot me!” before witnessing the shooting.

Another male resident reported watching three men enter the residence through the front door. Police said, one of the men grabbed a female resident and led her to the bathroom at gunpoint, another pistol-whipped the male resident before leading him to the bathroom.

The male resident told police he heard, “Give me the drugs, (redacted),” yelled from downstairs.

Tips connect car, knife

A day later, a woman on Linden Street reported a male broke the window of a Chrysler Pacifica and removed a backpack. She reported to dispatchers that she believed the car was involved in the incident on College Street.

Police said video surveillance showed the vehicle near the residence before the incident.

The silver vehicle was searched by state police and connected to Brack and possible past drug dealing, according to the affidavit.

Inside, police found a lighter, receipts belonging to Brack and a cigarette butt. DNA samples were taken from the door handle, steering wheel and gear shift.

Police said surveillance footage near Brack’s residence showed him limping outside and entering the silver Pacifica earlier Dec. 5.

A resident of the College Street home called police the next day and said a set of keys for a Chrysler Pacifica were found that did not belong to him.

Members of state police’s forensic services unit said the keys were originally found on the front steps Dec. 5, when they assessed the scene.

On Dec. 7, police said Brack’s phone was determined to be on College Street before and during the time of the shooting. In addition, a confidential informant told police that Brack and another individual visited a residence on Kaufman Drive the night of Dec. 5.

The Kaufman Drive resident told police the men stayed for five minutes after Brack said he had car trouble and asked to use her phone. The resident recalled Brack wearing dark pants and limping.

According to documents, a woman dropped off a folding knife with a possible blood smear on the blade at the city police station Dec. 7. She told officers the knife had been found near her children’s bus stop on Linden Street, which intersects with College Street.

Police said footage from outside the crime scene on Dec. 5 showed Moran entering 109 College St., with Fair Smith following more than an hour later.

Screenshots of a phone conversation between Fair Smith and Brack, obtained by police Nov. 1, 2022, mention the College Street address, as well as who was in the house.

Fair Smith identified one man on crutches in the texts and instructed Brack, “Soon as I say ‘I love you’ head towards door cuz I’m heading out then,” documents showed.

Fair Smith then sends an “I love you” text and calls Brack several times.

Surveillance footage shows the silver Pacifica arriving on College Street 10 minutes after Fair Smith enters. She is then identified exiting 109 College St. and walking on the sidewalk. Police said she acknowledged two men wearing dark sweatshirts, who enter the residence.

Police said Fair Smith then runs toward a gas station. The two men exit the residence, running toward Linden Street.

Moran, on crutches, exits the residence after them toward Linden Street, police said.

Surveillance footage from Linden Street at 7:43 p.m. Dec. 5 shows two people wearing dark, hooded sweatshirts and throwing metal objects under a parked sedan.

DNA connection

On Jan. 7, 2022, police requested Brack provide a DNA sample, which he refused. Police said he told them to “speak to his lawyer.”

Police obtained DNA from Fair Smith later that year and asked Brack again to provide a sample. This time, he complied.

Documents showed Fair Smith’s DNA profile matched one of the four profiles inside the knife handle recovered from Linden Street.

On Jan. 5, 2023, Brack’s DNA was found to match the cigarette butt and lighter obtained from the silver Pacifica.

Police said Moran’s DNA profile matched matter found on the knife’s blade.

Preliminary hearings for Fair Smith and Brack have not yet been scheduled.
