Boyers man faces child porn charges
A Boyers man is facing charges after he was allegedly found with child pornography that he coerced from two Butler County minors.
Justin Allen, 27, is charged with production and possession of child pornography, harassment, corruption of minors and criminal contact with minors.
According to the criminal complaint, the first victim — a now 23-year-old Evans City resident — told police that Allen began soliciting photos from her eight years ago, when she was 15, and that she consented to his requests.
In March of this year she told police that Allen had been harassing and threatening her for years, soliciting nude photos from her and threatening to publish older ones if she did not comply, documents state.
Borough police reached out to the Bureau of Special Investigations and the Office of the Attorney General for assistance. The victim said that shortly after their relationship started Allen went to prison for unlawful contact with minors, documents state. She was not listed as a victim in that original court case. When Allen returned from prison he reached out to her again to solicit photos. At the time she was 17.
The victim told police she consented and that Allen threatened to post old photos of her to social media accounts if she did not comply, documents state. Allen allegedly continued to reach out to her as recently as March 28, the day she reported him to police. She told police that she knows Allen kept the photos of her.
She said sometime in the past two years she went to Allen’s residence and told his fiancée of Allen’s threats. His fiancée gave the victim Allen’s phone and she deleted numerous photos of herself, including ones taken when she was a minor, documents state. However, the victim told police she is still concerned that Allen backed up the photos on other devices, and said Allen told her as much.
Police included text messages in the criminal complaint from Allen to the victim, showing him threatening her with disseminating old photos of her online if she did not comply with his requests.
On April 25, police arrested Allen and executed a warrant to search his cell phone and home. Allen allegedly admitted to police that he had things on his phone he shouldn’t, and said he had an addiction. Allen later admitted in a written statement that he had unlawful contact with a second victim and that he had photos of her on his phone, documents state. Allen wrote that he paid the second victim for photos and that he would threaten to post them if she did not send photos when he asked.
Allen acknowledged that he likes to collect pictures of underage girls and that he would use social media apps and online games to make contact with his victims and solicit nude photos from them, documents state. Once he had the photos, Allen allegedly admitted, he would use them to extort more photos from his victims.
Police interviewed the second victim, a 17-year-old Chicora resident, on May 7 at the Evans City Police Department. She told officers that she met Allen when she was 15, through his fiancée, and that his fiancée was aware of the requests Allen was making, documents state.
The second victim confirmed that Allen had been paying and coercing her for photos and identified pornographic pictures Allen had of her when she was 17.
Allen is in Beaver County Jail on a $50,000 bail with a preliminary hearing set for May 22.
