Man charged with assaulting fellow inmate, throwing urine on staff

A Butler County Prison inmate is facing charges related to two separate assaults, including one where he threw urine on a prison staff member, according to county detectives.

Michael P. Reinhart, 48, of Pittsburgh, was charged Tuesday with two felonies for aggravated harassment by a prisoner in one case and two felonies aggravated assault, misdemeanors simple assault and reckless endangerment in another case.

In July 2022, Reinhart was charged with felony counts of aggravated assault, assault by a prisoner and criminal conspiracy for a similar incident where he and inmate Keith P. Reges allegedly beat up a fellow prisoner in the multipurpose room of the jail.

According to charging documents, the recent alleged assault took place at 6:20 p.m. on Jan. 12. Police said Reinhart sucker-punched an inmate several times from behind in the restricted housing unit of the jail. The alleged victim sought refuge in the officer’s station following the attack.

Police said both the alleged victim and Reinhart were instructed to lie on the floor, but Reinhart refused to comply. Surveillance video shows Reinhart kicking the alleged victim while he was on the floor.

At this time, police said pepper spray was administered in the room. Reinhart then threw two chairs at officers and was reaching for a third, according to documents.

Reinhart was disarmed of the third chair and became compliant, police said.

The second case involving Reinhart took place 9 p.m. Jan. 16. Police said Reinhart was arguing with a nurse about medication and would not comply with taking it. When the food port door of his cell was opened, Reinhart allegedly threw a liquid substance at the nurse and officers. He told her that it was urine and that he would do it again.

The affidavit said that Reinhart was instructed to place his hands on the food port door; he would not comply. Pepper spray was administered in the room, at which time Reinhart began to cooperate with officers.

Reinhart remains in Butler County Prison in lieu of $25,000 bail in this case. He was initially placed in jail September 2021, when police charged him with terroristic threats and criminal mischief. Officers said he threatened to kill multiple people, including the officers.

Police filed new charges against Reinhart after an Oct. 29 incident at the Cranberry Township Magistrate's Office. Police said Reinhart was brought to the magistrate for a preliminary hearing for the September case, and after the hearing, barricaded himself in a holding area.

Police said he also had thrown chairs and other objects at officers and threatened to kill officers throughout the incident.

During proceedings for his last assault case in October 2022, Reinhart was removed from his preliminary hearing for outbursts of obscenities. As District Judge William Fullerton had him removed from the courtroom, Reinhart threatened officers and his own attorney.

Reinhart will appear for a preliminary hearing Feb. 13 before Fullerton.
