Father is charged in child abuse case

A Butler man has been charged by city police for failing to protect his 6-year-old daughter from her stepmother's abuse, even going so far as to put makeup on her face to cover bruising.

Also, the stepmother has been charged with more counts of aggravated assault.

John N. Ingram, 32, was charged on Tuesday with a felony charge of endangering the welfare of a child and a misdemeanor charge of recklessly endangering another person.

In addition, Tonya L. Schmidt, 33, was charged with three felony counts of aggravated assault, three felony counts of endangering the welfare of a child and three misdemeanor counts of recklessly endangering another person.

In January, Schmidt was arrested on felony charges of aggravated assault and child endangerment, and misdemeanor charges of simple assault and reckless endangerment after police said she allegedly held the girl's hands over an open flame on a stove.

The girl described “blue and yellow flames” coming from the burner and screaming in pain, she told police.

After that took place at the family's East Pearl Street home, the girl was sent to school at Emily Brittain Elementary School, where school officials saw the injuries and alerted the authorities.

A pediatrician treated her in the emergency room at Butler Memorial Hospital. The physician diagnosed her hand injuries as second-degree burns and “very painful,” police said.

The injuries were “consistent with” being burned by an open flame, according to the pediatrician.

Since being places in a foster home, the girl has told her foster mother about other forms of abuse she has suffered from Schmidt where Ingram did not intervene.

The girl told the foster mother that Ingram would put makeup on her face to cover bruises and injuries. When the girl visited Ingram at the family's home on April 2, the girl saw holes in the wall where her head had allegedly been banged into.

The girl also told police that Ingram had watched Schmidt hold her head under water in an attempt to drown her more than once.

During one incident that the girl told her foster mother about Schmidt allegedly pushed her down the stairs at a home on Pillow Street, and the girl's head had a cut after hitting a heater at the bottom of the stairs. Ingram took his daughter to the hospital, but he did not tell anyone what had caused the injury, police said.

The girl's injuries were allegedly observed multiple times by school staff at Emily Brittain, with reports of makeup being used to cover injuries from 2014 to 2016, according to police. On one occasion in 2014, a school staff member noticed the girl with facial cuts and swelling, all covered with a heavy layer of makeup.

During a Jan. 15 interview with a child abuse investigator in Pittsburgh, the girl detailed other forms of abuse that Schmidt allegedly committed at their home, including forcing her to stand in a corner while holding gallon jugs of water or bags of ice.

She told investigators that Schmidt had been “doing bad things” to her since she was 3 years old, according to a police affidavit.

Schmidt's new charges stem from three incidents relayed to the girl's foster mother, including when Schmidt allegedly punched her in the face, pushed her down a flight of stairs and attempted to strangle the girl, according to a police affidavit.

The girl was removed from the home on Jan. 4 by Butler County Children and Youth Services.

Ingram is in the Butler County Prison on $5,000 bail, and Schmidt remains in prison on $25,000 bail from her charges in January.
