Man faces harassment charges

An Allegheny County man is accused of sending a series of derogatory and profanity-laced emails to a Butler County Children and Youth Services caseworker.

In one of the emails, authorities said, Lucas A. Horew, 25, of Oakdale referenced the victim's home, indicating he knew where she lived.

District Judge William Fullerton arraigned Horew on charges of stalking and eight counts of harassment, all misdemeanors. He was released on his own recognizance following arraignment.

County detectives recently began investigating the case, according to court documents, after the caseworker notified them about the defendant's emails that she received, some dating back to last summer.

The victim is supervising the custody and care of a child related to Horew, authorities said. Due to that relationship, she maintains contact with him through emails.

She later turned over to investigators eight emails that Horew allegedly sent between July 23, 2018, and Feb. 7 that detectives deemed as lewd, lascivious, threatening or obscene.

In a Sept. 11 email to the victim, detectives said, he identified a street and described a garage. The description matched the home where the woman was apparently living at the time.

The CYS director was made aware of that email and contacted the defendant, advising him to “discontinue such communications,” documents said.

Horew, however, allegedly sent at least five more derogatory emails to the victim.

Pittsburgh attorney James Paulick, who represents Horew, accompanied his client at Friday's arraignment. He declined to comment on the allegations.
