Forward Township reopens 2026 budget

FORWARD TWP — A month after supervisors voted to approve a 2026 budget, the township’s newly constituted board voted to reopen it during its first meeting on Thursday night.

“We have two new supervisors, and as new supervisors, they want to make sure that they fully understand where all the money’s going for any kind of contributions, along with some of the larger expenses that we have outlined,” said supervisor Susan Oliver-Stough, the only one of the three supervisors remaining from 2025. “This gives them a chance to take a look at it.”

“(The board wants) to review the budgeted amounts for contributions to our nonprofit entities that they distribute donations to every year,” said township manager Tom Hartwig. “Secondly, they want to review the money allocated for the America250 event that we’re planning. And last, but not least, they want to take a little closer look at the budgeted items for some road improvements in the public works section of the budget to make sure that adequate monies are there. We believe that they are, but they want to go over that in a little more detail.”

The two new members on the board are Charles Behm and Ray Turner. Behm, previously the township roadmaster, filled the seat previously occupied by Mark Wilson, who decided not to run for reelection in 2025. Ray Turner takes over for Sheryle Long, who stepped away from the board of supervisors to focus on her legal career.

A special budget workshop has been scheduled for Thursday at 6:30 p.m., and the township intends to have the amended budget adopted at the next board of supervisors meeting on Feb. 12.

Under Pennsylvania’s Second Class Township Code, the deadline for townships to adopted an amended budget is Feb. 15.
