County commissioners approve budget with no tax increase

County commissioners Wednesday adopted a $244 million budget for 2023 that does not raise taxes. They also approved several tax resolutions related to the budget.

No public comments were submitted about the budget since it was introduced Nov. 30, said Leslie Osche, chairwoman of the board of commissioners.

The real estate tax rate for next year will remain 27.626 mills. One mill is equal to $1 in property tax levied per $1,000 of a property's assessed value.

One resolution allocates 21.775 mills, or $2.1775 of each $100 of assessed property valuation, to the general fund.

Another resolution allocates 2.916 mills, or 0.2916 cents of each $100 of assessed property valuation, to debt service.

The third resolution allocates 2.935 mills, or 0.2935 cents of each $100 of assessed property valuation, to Butler County Community College.

The commissioners also approved funding resolutions for several programs operated by the housing authority and redevelopment authority using money generated through Act 137 fees charged for the recording of deeds and mortgages.

The resolutions provide $100,000 for the housing authority’s emergency residential rehabilitation program, $75,000 for the redevelopment authority’s land bank program, $25,000 for the housing authority’s home ownership and housing counseling program and $10,000 for redevelopment authority’s blight prevention and mitigation program.

Other business

Commissioners hired H.F. Lenz Company of Johnstown in Cambria County to perform topographical surveys for the future locations of the coroner’s office and the Butler Township magisterial district court office at a cost of $6,400.

The coroner’s office is being relocated from the Butler County Government Center to 107 Woody Drive. The Butler City magisterial district court is being relocated to the same building. The survey will cover the rear of the building where access and a morgue will be located. The county currently rents space for a morgue at the Young Funeral Home in Butler.

The Butler Township magisterial district court is being relocated from Sunnyview Circle to 530 Fairground Hill. The survey is needed to expand the parking lot.

The commissioners also approved reappointing Ken Moniot as chairman of the agricultural land preservation board; Jesse Hines and Tom Kamerer to the planning commission and Joe Saeler, Paula Willyard and Bryan McClaine to the assessment appeals board.
