A question of leverage

While I understand that Pennsylvania American Water Company has resources that BASA lacks to improve the condition of our aging sewer system, there could be serious financial consequences for local residents if the sale goes through.

A community north of Philadelphia is selling its sewer system to NextEra, allowing the town to use the proceeds of the sale to fund other projects without the need for a property tax increase.

A reporter for Bloomberg indicates that NextEra “expects to more than double wastewater rates within five years to over $1000 for the average household — and the price will keep going up from there.”

What leverage do we have if Pennsylvania American Water Company does similar or even more expansive rate increases here?
