I have a veteran's license plate. Expeditionary Forces, specifically.

The paint is warping and my mechanic gave me a form to mail to PennDOT about a replacement. I called them to ask about the replacement of my veteran’s plate, and they told me that PennDOT will kindly replace standard plates AND VANITY PLATES free of charge, but my veteran's plate?

I have to submit a new request form and PAY THE FEE AGAIN. It's not that I have an issue with the fee in principle, but it applies to veterans and not vanity plates?
