Butler man charged after 2 incidents with police
Butler City Police have filed separate cases against a Butler man who threatened and attacked officers in two separate incidents this month.
Police arrested Scott B. Rowe, 66, following a traffic stop at 11:27 a.m. Monday on West Cunningham Street, after he allegedly swung his cane at the three officers at the scene, made verbal threats and kicked officers while being arrested.
Rowe was arraigned Monday by District Judge Lewis Stoughton on charges including three felony counts aggravated assault, two misdemeanor counts terroristic threats and one misdemeanor count disorderly conduct.
According to charging documents, police stopped Rowe for a turning violation and he was immediately uncooperative.
“When asked for his license, he threw it onto the street and advised this officer to pick it up,” said the investigating officer in the affidavit. “He was advised that if he did not pick it up, he would receive a citation for littering.”
Rowe then opened his door to retrieve the license. Before he handed the license over, police said Rowe began swinging his cane in a threatening manner at the officer. He was warned about his behavior.
Police then informed Rowe that his registration was expired. A tow truck was called to take custody of the vehicle.
Two other officers arrived and identified Rowe from a different dispute with police.
City police had filed a misdemeanor charge of terroristic threats against Rowe for a March 1 incident in Butler District Court, 227 W. Cunningham St.
According to charging documents, District Judge William Fullerton listened to testimony of an officer related to two separate traffic citations. Police said Rowe repeatedly interrupted the officer’s testimony, and was repeatedly asked to stop.
“Rowe did state that he has a problem with authority and anger management issues to Fullerton,” said the investigating officer in the affidavit.
According to police, after Fullerton’s verdict, Rowe slammed his cane on the ground and stomped toward the courtroom’s exit. Police said he then told the officer involved “You’re a dead mother (expletive),” and then walked out of the room.
Aware of the earlier incident, the three officers at the traffic stop waited with the vehicle until the tow truck arrived. Police said when they asked Rowe to exit the car, he initially put it into drive, but then when again prompted put it in park.
“Upon exiting the vehicle, Rowe removed a lock-blade knife and opened it abruptly in a threatening manner,” police said.
According to police, Rowe did move over to the passenger side of the vehicle when the tow truck arrived, but he made a comment toward an officer. Police claimed Rowe said, “Wait until I see you again” to one of the officers, who responded with “And?” Police said Rowe’s reply was “Nevermind.”
Police said Rowe reached back into the vehicle, and he pulled out another knife from the glove compartment. Police said one officer grabbed his arm, and he dropped the knife on the ground. Police again told him to cooperate and said Rowe replied, “You are not stabbed yet.”
“Rowe was then told he was free to leave, at which time he began swinging his cane at all three officers,” police said.
He was disarmed and police said Rowe started kicking them as he was arrested.
A preliminary hearing has yet to be scheduled for Rowe’s more serious charges, but in the case involving the March 1 incident, he has a preliminary hearing scheduled for May 12 before District Judge Kevin O’Donnell.
