Drug dealer in Philly-to-Butler ring sentenced
A dealer in a Philadelphia-to-Butler drug ring was sentenced to nearly five years in federal prison Thursday.
Ricardo Glenn, 28, formerly of Butler and Philadelphia, received 57 months in prison to be followed by three years of supervised release due to his role in a network that supplied drugs from Philadelphia to Butler over the course of at least two years while he was under court supervision after a 2018 Philadelphia firearm conviction.
Glenn, who was indicted alongside eight other defendants in June, pleaded guilty in July to conspiring to distribute controlled substances. This 57-month sentence is at the low end of the guideline range of 57 to 71 months Assistant U.S. Attorney Craig W. Haller recommended in his Dec. 7 sentencing memorandum.
Glenn was arrested in room 209 of the Holiday Inn Express in Butler, where investigators found and seized nearly $7,500 in “drug-trafficking proceeds.”
Between November 2019 and June, Pennsylvania State Police and the FBI conducted at least 15 controlled and undercover buys from Glenn inside or near Butler. According to Haller, they purchased fentanyl, heroin, acetylfentanyl, cocaine and crack-cocaine from the cross-state drug ring, which Glenn was in charge of delivering.
Most buys, prosecutors said, were made by a state trooper acting in an undercover capacity. The trooper would arrange the buy with Qureem Overton, the alleged leader of this ring, who typically sent Glenn to complete the transaction, according to Heller's sentencing memo.
The prosecutor further charged that several of these transactions “originated or culminated within” 1,000 feet of schools or playgrounds in the city.
Glenn admitted to distributing 32 grams of fentanyl, 8 grams of acetylfentanyl, 80 grams of heroin, 100 grams of cocaine and 22.4 grams of crack-cocaine in Butler in 2019 and 2020. He also agreed to voluntarily give up all drug-related proceeds subject to forfeiture.
In the plea agreement, however, there was no stipulation that Glenn would testify against any of the other defendants in the supposed drug ring.
