Concord Township’s former secretary is accused of stealing more than $12,000 from township funds, according to state police in Butler.

Judith A. Stoops, 50, of West Sunbury made a court appearance in Chicora on Tuesday, when she was arraigned on two felony theft charges. Stoops used fake mileage and health care reimbursement claims between January 2016 and March 2017, according to a police report. At the time, Stoops served as the secretary for the township at its municipal building on Hooker Road.

Police said a “forensic audit” calculated that Stoops took $12,228.82.

Concord Township administrators refused to comment and Stoops’ lawyer did not immediately respond to a request for comment Wednesday.

The township’s lawyer hired to deal with insurance related problems, Michael Gallagher, confirmed that Stoops was fired, saying “They have a duty to the taxpayer so they let her go.”

But Stoops isn’t unemployed. She is working as a secretary at the Prospect Municipal Building.

Her next court appearance is scheduled for Oct. 30.

In the police affidavit, Rebecca Hulings, 44, of Harrisville is identified as being involved in the alleged financial crimes and is said to have embezzled $6,985.00 in the commission of the crimes Stoops is accused of committing. The exact nature of Hulings’ connection to the case against Stoops was not immediately clear.

Facing charges identical to Stoops,’ Hulings entered an Accelerated Rehabilitative Disposition in August for 24 months. Last year she was charged with felony theft by unlawful taking and theft by failure to make required disposition of funds from the Bonetti Healthcare Center.
