A Butler woman Monday waived her preliminary hearing on charges alleging she was found with 40 bags of heroin in a car with a small child present last week.

Jessie Lynn Dick, 37, waived her hearing on a felony count of possession with intent to deliver a controlled substance, endangering the welfare of children, possession of a controlled substance and possession of a small amount of marijuana before District Judge William Fullerton. Her $20,000 bond was reduced to $10,000.

Butler police filed the charges against Dick after responding to a report of a female slouched over the steering wheel of a car that was blocking a fire hydrant in the 400 block of Zeigler Avenue just before 9 p.m. July 31.

The female, later identified as Dick, appeared to be passed out and the car windows were rolled up, police said.

Patrolman Kevin Novak knocked on a window several times before she woke up and opened the window, according to an affidavit of probable cause.

Novak said he immediately smelled the odor of burned marijuana coming from the car and he noticed a small child crying and sweating in the back seat.

Dick consented to a vehicle search and Novak said in her purse he found four bundles of heroin packed in rice and each bundle had 10 bags. A marijuana grinder containing a small amount of marijuana was also found in the purse, Novak said. In addition, officers found $553 in her possession.

She told police that she doesn’t use heroin and a test conducted by Children and Youth Services officials, who responded to take custody of the child, showed negative results for opiates, Novak said.

The relationship between Dick and the child is not stated in the affidavit.
