The day after a county probation officer filed a federal lawsuit alleging sexual misconduct and workplace discrimination by the county's president judge and probation office officials, county officials declined to comment on ongoing litigation.

The lawsuit was filed in U.S. District Court by attorney Edward Olds of Pittsburgh on behalf of an unnamed woman, referred to as “Jane Doe” in the documents.

Named as defendants in the lawsuit are President Judge Thomas Doerr; county court administrator Thomas Holman; Douglas Ritson, the county's chief probation officer; as well as Butler County Court and the 50th Judicial District.

Leslie Osche, county commissioner chairwoman, said Doerr and Holman are state employees, who will be represented by the Administrative Office of Pennsylvania Courts, a state entity.

Stacy Witalec, communications director for the AOPC, said the organization is aware of the complaint.

However, Ritson is a county employee and Osche said the matter has been referred to county solicitor Michael English.

“We've done legally what we need to do on behalf of Doug Ritson,” she said. “We will just have to wait to see what transpires.”

English declined to comment on the ongoing litigation, saying “the county will evaluate the claims and determine an appropriate response when the time comes.”

Ritson also declined to comment, citing the ongoing litigation. Doerr and Holman did not return multiple messages for comment.

The lawsuit claims that certain actions were committed in the course of the three individuals performing their administrative duties to the court.

“The conduct of the defendants has injured Doe in multiple ways. She has lost income and the opportunity to advance in her career and develop the full extent of her capacities and garner experience as a probation officer, she has suffered great emotional injury, loss of reputation and other personal injuries,” the lawsuit states.
