The maintenance supervisor responsible for testing and maintaining the water system at Summit Township Elementary School resigned Monday.

Glenn Terwilliger was the Summit school’s water operator, trained and licensed by the state Department of Environmental Protection.

His resignation was effective as of Monday, though the school board will have to vote to accept it at its next meeting Monday night, district solicitor Tom King said.

Terwilliger was suspended with pay by the school board at its meeting on Jan. 23. He had been an employee of the district for almost 35 years, King said.

On Tuesday, Terwilliger was scheduled to have a Loudermill hearing, which was canceled. A Loudermill hearing must be held before a government employee can be terminated to ensure that they are given due process.

He will use his remaining vacation time and stay on the payroll until March 15, King said.

Terwilliger conducted the water test for Summit that showed high concentrations of lead in August. Despite DEP’s requirements to notify the public and create an action plan to reduce the water’s lead content, nothing was done until January.

Terwilliger and former superintendent Dr. Dale Lumley, who resigned Sunday with the intention to retire, are both still entitled to their state pensions, King said.

“He has paid into the state system, so we have nothing to do with that,” King said about the pensions.

Under state law, government employees can only have their pensions taken away if they are convicted of certain criminal offenses, such as fraud or misappropriation of funds.
