Philly man charged in melee
Amid the melee last week in a juvenile detention facility, police allege a 19-year-old Philadelphia man tackled and injured a staff member.
The defendant, Quameere Fisher, now faces charges of aggravated assault, rioting and simple assault.
Officials have said multiple staff members ended up at a hospital May 18 for injuries suffered when they tried to quell rioting youths at Western PA Child Care.
The Western PA Child Care center on Route 38 in Allegheny Township is a secured facility that houses young women and boys and men between 16 and 21 years old, who have been placed there following court disposition of their juvenile cases.
The riot, court officials have said, began when a group of juveniles in the gym area charged a rival group that was in the cafeteria.
Based on surveillance video inside the facility, police allege Fisher and about 15 to 20 juveniles were fighting when he tackled a staff member and “took him to the ground,” according to a criminal affidavit.
The staff member, identified as Samuel R. Withers, reportedly suffered back injuries.
The police report does not elaborate on Withers’ job at the facility or his current condition. A telephone message left at Western PA Child Care was not returned.
Assistant District Attorney Russ Karl, who prosecutes juvenile cases, said to his knowledge Fisher is the only person charged in relation to the riot to date. However, Karl said he believes at least three juveniles also will face charges.
Court records do not specify which facility is detaining Fisher. A warrant has been issued for these charges, but no hearing date has been set.
Court records also do not specify what case Fisher was initially detained on. However, his criminal history does include a drug delivery conviction in Philadelphia County in 2015.
